The Doing Business 2020 study shows that developing economies are catching up with developed economies in ease of doing business.

Still, the gap remains wide. An entrepreneur in a low-income economy typically spends around 50 percent of the country’s per-capita income to launch a company, compared with just 4.2 percent for an entrepreneur in a high-income economy. It takes nearly six times as long on average to start a business in the economies ranked in the bottom 50 as in the top 20.

This year’s 10 top improvers include a range of economies—large and small; rich and poor—from five regions. The diversity shows that, regardless of background, any economy can improve business regulation when the will of policy makers is strong. With 13 reforms between them, China and India—two of the world’s largest economies—are among the 10 top improvers. At the same time Djibouti, a small economy, is also on the list with six reforms. And with a total of 12 business regulatory reforms between them, Afghanistan and Turkey are on the list of 10 top improvers for the first time in the report’s history.

"This year marks the 15th Doing Business report. Since the inception of the project in 2003, the global business regulatory environment has changed dramatically. Governments around the world have embraced and nurtured advances in information technology to reduce bureaucratic hurdles and increase transparency. Today, in 65 of the 190 economies covered by Doing Business, entrepreneurs can complete at least one business incorporation procedure online, compared with only nine of the 145 economies measured in
Doing Business 2004. Furthermore, in 31 economies it is now possible to initiate a commercial dispute online. This kind of progress can also be observed in the other areas measured by Doing Business.

In the summer of 1983, a group of researchers working with Hernando de Soto got all the permits required to open a small garment business on the outskirts of Lima, Peru. Their goal was to measure how long this took. I read de Soto’s book, The Other Path, decades ago, but I was so astonished by the answer it reported that I remember it today: 289 days. "

"Over the 13 years since its inception the Doing Business report has become one of the world’s most influential policy publications. It is an annual report on the state of health of economies based on detailed diagnostics not of the relatively more visible features (such as growth) and various macroeconomic parameters (such as the public debt) but of underlying and embedded characteristics—such as the regulatory system, the efficacy of the bureaucracy and the nature of business governance. An economy’s scores on Doing Business indicators are somewhat akin to a measure of concentrations of various proteins and minerals in the human blood. They may not seem important to the lay observer, but they have huge long-run implications for an economy’s health, performance and growth. "

focused on fiscal measures, monetary interventions, welfare programs and other such highly visible instruments of government action.
